The office has one director, who is appointed by the Irrigation Agency, Ministry of Agriculture, to handle office related affairs, with one deputy director, four divisions and two offices under him: Management Division, Information Management Division, Finance Division, General Affairs Division, Accounting and Human Resources Offices in charge of related operations
There are 17 irrigation working groups in the office area, including Beitou District: Beitou, Shalaobie, Yide, Baxianyi, Baxianer, Qilianyi, Qilianer, Shipai, Zhoumei, Shibafen; Shilin District: Pingping, Shilin, Nanya; Neihu District: Donghu; Nangang District: Dongxinzhuangzi; Xizhi District: Beifeng, Beishan.
The office's promotion of business is not limited to irrigation and drainage, but takes a broader view, and is in line with the development trend of the times and national and social interests. As such, work requires the full support and cooperation of all divisions and offices in order to meet the required standards.
In addition to irrigation water management, irrigation channel maintenance and management and other services, the division actively understands the needs of farmers and explores related problems, as it stands on the front line of developing new businesses and executes much innovative work. In recent years, many outstanding achievements have been made, including the improvement of canals, promotion of dry irrigation, green manure sea of flowers, environmentally friendly agricultural methods etc.
The land managed by the division is treated differently depending on its size.

2. BOT model
3. Rents out vacant land - Participates in renewal of small land areas and leftover land, acquiring homes to increase rental income, or increases capital income through auctions and transfers.
The office’s operational scope is multi-faceted, including information system planning and construction, information security management, hardware and software maintenance, network infrastructure construction, database management, asset development and construction, office image establishment and handling farmland irrigation activities.
This division is all-inclusive and operates in multiple areas, promoting the most powerful logistics support system, including document management, laws and regulations, environmental maintenance, vehicle dispatching, supply management etc., as well as cashier-related matters.
Prepares and executes budget and final accounts, conducts internal audits of funds and expenditure, supervises various procurement cases and property disposals, and manages annual revenue and expenditure at the office, ensuring balanced books and sustainable operations.
The Director often says that "people" are the greatest asset of the office, which executes appointments, removals and transfers, assessments, rewards, punishments, training and further education, attendance management etc. These must be legal and reasonable, to maintain personnel stability and strengthen cohesion among colleagues.
