Contract period of ponds and canals (Qing Dynasty)
The building and irrigation of ponds and canals under the jurisdiction of this office began under the reign of Qing Emperor Yongzheng (1725) when Zheng Weiqian and his tenants jointly built “Shuangxi Canal” and Wang Xiqi (designated a “Juren” -- successful candidate in the imperial examinations at the provincial level) and farmers jointly built “Qixingdun Canal.” Since then, the construction of canals has included “Fudeyang Canal”, “Fanzaijing Canal”, “Shuitou Canal”, “Shui Mokeng Canal”, “Baxian Canal”, “Qilian Canal”,“Huangxinei Canal”, “Huanxineier Canal”, “Huangxineisan Canal”, “Shibafen Canal”, “Caoshanyi Huanxineier Canal” and “Huangshuixia Canal.” Many irrigation canals such as “Pingdingjiu Canal”, “Pingdingxin Canal”, “Jinhexing Canal” and “Shibawa Canal” were mostly built with private investment and their property rights freely traded.
When Japan occupied Taiwan, the public ponds and canals established when the government integrated public and private ponds and canals included “Fudeyang Canal”, “Shisifen Canal”, “Qilian Canal”, “Neihuda Canal”, “Jiangtou Canal” and “Zhongqian Canal”, “Fangtai Canal”, “Xizhouliao Canal”, “Huangxi Canal”, “Wufen Pond” and “Bazhilan Canal.” In addition eight irrigation cooperatives were established under the jurisdiction of the office – “Bazhilan”, “Nangang”, “Shezi”, Daqian”, “Neihu”, “Fangtai”,“Xizhenliao” and “Jiangtou.” In 1941, these irrigation cooperatives were merged into the “Qixing Irrigation Cooperative”, which was renamed one year after the end of the Sino-Japanese War (1946).
On November 6, 1946, it was renamed “Qixing Irrigation Coordination Association” in accordance with government regulations.
In April 1945, the Taiwan Provincial Government was formally established, and the agency renamed the “Taiwan Province Qixing Irrigation Committee.”
On September 17, 1955, the organization was renamed the “Taiwan Province Qixing Irrigation Association.”
On July 1, 1967, Taipei City was restructured as a city under the jurisdiction of the central government. The office was renamed “Taipei City Qixing Irrigation Association” on July 1, 1968 and its jurisdiction changed. The competent authority remained Taipei City Government until the General Organizational Rules of the Irrigation Association were revised by the Council of Agriculture, Executive Yuan on January 1, 2012.
The “Irrigation Act” was promulgated on July 22, 2020 and implemented on October 1, 2020. As a result, Taipei City Qixing Irrigation Association was restructured and incorporated into a public agency. It was also renamed the Qixing Management Office of the Irrigation Agency of the Council of Agriculture, Executive Yuan.
On August 1, 2023, the office was re-designated the Qixing Management Office, Irrigation Agency of the Ministry of Agriculture, Ministry of Agriculture.
