Date :2025-11-03 Issued byIrrigation Construction Division

In July 2025, Typhoon Danas caused severe damage across southern Taiwan, leaving many homes in urgent need of repair. In response, the Executive Yuan established the Yunlin-Chiayi-Tainan Forward Command Post for post-disaster recovery to coordinate overall reconstruction efforts. The Irrigation Agency was assigned to support home repair work in Xiaying District, Tainan City. To date, all matched repair cases have been fully completed. Today, Director General Tsai Sheng-fu of the Irrigation Agency personally visited the Chianan Management Office to present commendations and express appreciation to every staff member involved in the support mission.

Director-General Tsai stated that, in accordance with the instructions of President Lai Ching-te and the Forward Command Post, the Agency carried out its support for post-disaster housing recovery and reconstruction in Xiaying, Tainan, under the principles of stabilizing the market, ensuring legality and speed, and accelerating repairs. Following the task assignments from the Forward Command Post, the Irrigation Agency immediately coordinated nationwide public works contractors in the farmland irrigation sector. The Agency proactively contacted and visited reputable contractors to explain the Command Post’s objectives, timelines, and work methods, successfully establishing a network of trusted contractors as a strong support base for rapid post-disaster recovery. This approach enabled efficient mobilization of contractor resources, and repair works for 82 households were completed on schedule and with assured quality within just three months, helping disaster-affected residents in Xiaying, Tainan to swiftly rebuild their homes.

The Irrigation Agency also noted that during on-site inspections following disaster repair assessments, some disadvantaged households affected by the disaster faced financial hardship and were unable to afford repairs in the short term. As a result, they had to temporarily rely on tarpaulins for roofing, living in difficult conditions. To assist these vulnerable households in restoring their homes, the Irrigation Agency facilitated public-private cooperation by introducing qualified contractors to provide free repair services, benefiting a total of 29 households. This initiative demonstrated corporate social responsibility, reflected the government’s commitment to people-centered care, and brought together private-sector support to jointly participate in reconstruction, helping vulnerable residents overcome post-disaster hardship.

The Chianan Management Office of the Irrigation Agency provided full support for housing repair work in Xiaying District, Tainan, demonstrating the efficiency of a high-performing team and well-managed procedures throughout the process. During the matching operations, the office conducted detailed household inspections of residential damage and clearly explained the Forward Command Post’s relief grant policy and preferential repair matching measures, reassuring affected residents. From planning and application to execution, the operation ran efficiently and with high quality, featuring clear repair procedures, swift construction schedules, and excellent workmanship. Director-General Tsai expressed hope that the Chianan team will apply the experience gained from this disaster relief mission to enhance their capacity for handling future emergencies.
